Phoenix’s City Charter gives you a right most residents never use. Chapter IV, Section 22 says any citizen may present a written petition to the City Council at a regular meeting, and that “such petition shall be acted upon by the Council in the regular course of business, within fifteen (15) days.”
Acted upon means a vote. The Charter says the Council acts only by resolution, ordinance, franchise or formal recorded action. A referral, a staff memo or a note in an information packet is none of those.
These free tools help you write a petition the City has to take seriously: a specific measure, in the City’s own legal form, with a clear demand for a recorded vote.
Three ways to start — coming soon
These tools are being finished now:
- Use your own AI assistant (recommended). Copy our petition protocol into ChatGPT, Claude, Gemini or another assistant. It interviews you, drafts your petition with you, and follows our rules and templates.
- Use the guided builder. Answer plain-language questions and download a complete, ready-to-sign package.
- Download the templates. Fill them in yourself in Word or any editor.
All three will produce the same documents.
