About These Tools
What GOOD|GOAT provides — and what it doesn’t
GOOD|GOAT wrote these templates and stands behind the reasoning in them as published. We built them so Phoenix residents can use a right the City Charter already gives them.
We’re not your lawyer. This is legal information, not legal advice. Using these materials does not create an attorney-client relationship or any other representation. GOOD|GOAT is not a law firm.
We’re not the petitioner. The resident who signs and presents the petition is the petitioner, and is responsible for its facts, its wording and every change made to it.
We haven’t seen your petition. Whether you used the guided builder or edited a download, GOOD|GOAT has not reviewed what you prepared. The builder does not send your answers to us.
Check before you file. Laws and City procedures change. These templates were checked against official sources as of October 12, 2026. Confirm the current Charter, City Code and City Clerk procedures before you present.
No outcome is promised. The City decides whether it treats your submission as a citizen petition. The Council decides how to vote. A template can’t guarantee either.
Your changes are yours. You’re free to copy and adapt these materials under CC BY 4.0. If you change the text, note that your document was modified from a GOOD|GOAT template. The original templates were supplied by GOOD|GOAT, but GOOD|GOAT cannot guarantee that a document’s original language has not been modified. The license does not give permission to use our name to suggest we endorse your version.
If you use your own AI assistant
When you use the petition protocol, your answers go to the AI provider you choose, under that provider’s terms. GOOD|GOAT does not receive them.
