What’s in a Petition Package
Every package has five documents. Each one does a specific job.
Request for Council Action (Part I). This is your petition. It identifies you, states that you are a citizen and resident of Phoenix, and asks for one thing: legal action on your Proposed Measure exactly as written, by a recorded Council vote within fifteen days. It also says what does not count as action, so the City is on notice.
Proposed Measure (Part II). This is what the Council votes on. It is written in the City’s own legal form, the way City staff would draft it, so the Council can adopt it without rewriting it. That matters: if the City changes the substance of your measure, it is no longer your measure, and a vote on it is not action on your petition.
Citizen’s Report. This is your case. It explains the problem, what your measure does, and why the Council should adopt it, backed by facts with sources anyone can check, and answers to the objections the City is likely to raise.
Cover sheet and package index. These identify the petition and list every document with its page numbers, so nothing gets lost between the Clerk’s desk and the Council’s agenda.
Records petitions also include your public-records request and proof of when you submitted it.
