You do not have to take GOOD|GOAT’s word for it. Inspect the receipts, open the records currently available, follow the published pinpoints, test the project totals, and put the evidence in front of someone who can act.

Start with the accusation. For every material claim, 3PIC identifies the record, the page, what it proves, and its publication status. The Project Total Explorer lets you reproduce the City’s reported project totals; the findings explain which spending GOOD|GOAT challenges and why.

The Explorer reports controlled project totals and classifications. It does not determine whether a project was lawful, fraudulent, invalid, or part of a published finding. Share the story and its receipts together.

What gets shared

Voters approved restricted use, citizen review of all expenditures, and an annual public audit. In 2011, Council approved $1.85 million in 3PI funds to acquire discounted Papago golf bond debt. The FY2012 attestation later listed the same project number and amount as "Parks Development PPPI." Separately, the City later reported using $15,032,000 in PPPI funds for Golf Fund debt over three years. Those transactions involve different liabilities and are not added together.
