How "Full Reported Project Total" is calculated
For each project and fiscal year, the full reported project total is the City's combined reported total where the City printed one (available from FY2018 onward); where the City did not print a combined total (FY2012-2017), it is that year's single reported expenditures figure. A project-year absent from the controlled record is "Not reported" and contributes $0 to any sum -- it is never treated as a reported zero. The all-years total for a project is the sum of its individually reported fiscal years only.
Distinct-project deduplication
Every Explorer headline total is computed by first reducing to distinct project codes, then summing each distinct project's full reported project total exactly once for the selected period. A project's classifications never cause it to be counted more than once, even when a breakdown groups by an overlapping classification dimension.
Why there is no "Public Tags" column
The historical Explorer specification included a "Public Tags" column. That field is not present in the current controlled source files (project-years.csv, classifications.csv) and was not reconstructed from any other reference object. The existing classification columns (property type, park type, place type, recreational facility/activity, program, public art, work action, objective or purpose) serve the same browse/tag role directly from the controlled record.
