The Project Total Explorer as a witness
Start with a sourced question, not a giant total.
Every guided view states the claim it tests, the totals mode it uses, the source report that defines the numbers, and what the result cannot establish.
R-04 · reporting-clarity finding
Two amounts, one label, no fund named.
The FY2023 and FY2024 examination schedules each print two material figures under the identical label “Operating Transfers.” Other City records establish separate Parks and Preserves accounts, but these schedules do not identify which line belongs to which fund.
Totals mode
No total is calculated in this view. The four figures are transcribed as printed. They are not summed, compared across lines, or treated as one escalating transfer.

Guard rails enforced
- No sum, delta, cross-line comparison, or amount sorting.
- The Fund column states the source limitation instead of guessing.
- The criticism is reporting clarity; amount-to-fund assignment waits for the source crosswalk.
